Railway Ticket Cancellation charges - Exorbitant

Will the railways reason out why even an auto-cancellation of a Tatkal ticket costs as much as Rs 76.80 (PNR Number: 2154334168 ) on a ticket of Rs 540-00, net payout 551-80.
Considering that somebody is booking a Tatkal ticket knowing its cancellation charges fully well and most likely in an urgency. It appears WL cancellation is a good revenue stream for railways at the cost of harassed passenger. Will some tribunal/Member- Railway Board look into this ? It shouldn't be more than Rs 20-30 in all fairness.
