Confirm berths not got to me

When i was trying to book on today in tatkal Quota (Ahmadabad to PATNA Date: 18-03-2017) at 11 AM at the your web page are showing AVAILABLE seats 229, But when i was going to book now at time Confirm berths not got to me in 30 second, why it was not confirm in 30 second and also my payment was deducted from my bank account, Kindly check and do the needful and also please refund my amount in same bank credit card account.

I am also sent email to Care@irctc.co.in

Today again i was trying to book in IRCTC web page i have not got confirm ticket & going Reservation Failed in 30 second also i am getting charged to me please refund my amount as soon as and check and do the needful.
