Airtel didn't pay the advance amount

This is in regard to the air tel connection receipt number CAF TNPA614710. When I came to my apartment they said they can provide an airtel connection to my apartment and later realized that there is no network in the area itself and they been telling from June on wards they will be repaying the advance amount and I have been following up multiple of times. Even if i send the scanned copy every time they ask me the scan copy in the mail. I wonder where would it get lost in the mail every time. Time is just getting wasted in mailing and calling them and they don't even act on anything. Please let me know how to proceed further.
