I forgot a good suggestion - talk to Cantt officials through some acquaintance in Defence. If you know anybody in defense then ask him to talk to them ... they'll be more comfortable to tell the truth.

This issue of lack of communication is common in all govt departments.
You can use RTI to know where your application is pending and it is very simple to send RTI application.
Another way is try bribing them .. usually a clerk won't accept...

Police can't take any action -- you need to file complaint in Consumer Court only. If you've sufficient money then hire a lawyer(which will be very costly) otherwise I'll help you file yourself in the consumer court and you can fight it yourself.
You did not say anything about typo. Did you type in 42,530 but bank transferred 43,530?

It is usual pattern in India. They'd have already paid bribe to Police( whether you lodge FIR or not). Such culprits regularly dupe people and bribe police.
Police can't do anything in this as it is court to decide if they did fraud. Police can only produce them in the court.
