    Police can't take any action -- you need to file complaint in Consumer Court only. If you've sufficient money then hire a lawyer(which will be very costly) otherwise I'll help you file yourself in the consumer court and you can fight it yourself.

    It is usual pattern in India. They'd have already paid bribe to Police( whether you lodge FIR or not). Such culprits regularly dupe people and bribe police. Police can't do anything in this as it is court to decide if they did fraud. Police can only produce them in the court.
