Failed Tatkal Ticket booking Refund is not done

I have booked a tatkal on 27-01-2018 . Ticket is not booked but Amount is taken by IRCTC.

In my IRCTC Account , its showing like that it is refunded but in my account still amount is not credited.

Refund is not done for the following Refund IDs
100001134738248 -450 rs Status: refunded dated 31/01/2018
100001134635312 -450 rs Status: refunded dated 31/01/2018

One week over still no response from IRCTC . They are creating ticket ids only. I need immediate solution
