3G Recharge Failed, Money refund not processed

I have been tracking for refund of amount deducted for two recharges done on airtel website on 30th April, 2014 each for Rs 749 for number 8374793164. Even after 3 months money was not refunded to my account. This is all after confirmation from Airtel Appellate office that "Money has been deducted twice by citrus airtel" and no recharge has happened ! Finally what they ask me to settle for and send in a email -
"Being a valuable customer, we understand your concern and we regret to inform, there is no feasibility for us to refund the money back to the bank account and as the transaction happened was for recharge and the benefit was not credited, the transacted amount of Rs.1498 was credited back to your prepaid account to avail the benefit for you."

Just want to ask two simple questions -
1. For a failed recharge on airtel website pay.airtel.com, how come feasibility is not there for airtel to refund the money back to bank account. How does Airtel refunds money to customer for disputes settled in court cases ?
2. Why didn't they agreed that feasibility is not there, and just trying to cheat customer by saying from last 3 months that refund was already done. Is not not cheating and fraud.

This shows how Airtel cheats customer by first denying a refund, and then when they are left with no other option, they simply say in writing they can't refund money deducted from a bank account.
