Surgeon negligence and attempt to hide fact

My father underwent a BNI ( bladder neck incision) in May-15 it was done by Dr Chaurasia (urologist) in Allahabad. After which he had urinary incontinence problem. Doctor asked us that it is normal and this would continue for 6-10 months. However with no improvement we decided to see some other doctor in Fortis Gurgaon. The first thing he did was a cystoscopy and conclude that during BNI that was done in May-15 my father urinary sphincter has been damaged and it won't be able to control the flow of urine from bladder and hence he would require an Artificial urinary sphincter.
As per the doctor from Fortis cystoscopy should have been the first step but instead Dr Chaurasia kept on prescribing medicines for 18 months and after that he said urinary incontinence is not a big issue my father has to live with it and he must only see a doctor if any other issue is there.
Are there any legal remedy to these cases of medical negligence and then concealing the fact from patients.
