Mental Torture for getting the SIM activated

I have visited 7 times in your vodafone store, Indirapuram still I am waiting my SIM to activated. All the time you guys always advice me to visit vodafone and this team raised internal request which i am not awareoff. My last service request no is 774863121 which shows that they have forwarded the required document to consern team. My issues are unnoticed like.
1. Are you vodafone team is not aware of Rs 25 which you mentioned in your mail.
2. Does it take so much times 18 days to get the lost SIM and activation.
3. Any circle head mail ID/ any higher authority wherein I can send my issues which I am facing from last 18 days.

SURPRISINGLY I AM ALSO FACING THIS PROBLEM.

I TOOK A DUPLICATE SIM FOR MY PHONE AS I LOST MY PHONE FROM VODAFONE KAROLBAGH STORE ON 24TH DEC,2013 AND THEY INFORMED ME THAT MY SERVICES WOULD START IN 2 HRS. . HOWEVER IT HAS BEEN THREE DAYS NOW AND SERVICES HAVE NOT BEEN ACTIVATED AS YET.MADE NUMEROUS CALLS AND MAILS ON CUSTOMER CARE OF VODAFONE BUT THE CUSTOMER CARE EXECUTIVES ARE VERY DUMB AND EACH TIME GIVE A DIFFERENT REPLY.
