Vodafone charging for ISD calls and SMS

I find that though the ISD services have been deactivated the ISD calls are being charged even though wi fi is used .
If a customer doesn't check the bills regularly unnecessary or incorrect charges can be levied in the bills which are to be reported every now and then....why can't vodafone make correct bills and charge proportionately when the services are activated for a part of the month ...even data plans and GPRS are charged on arbitrary basis many a times.The company is considered to be the best network provider but still there are lots of loopholes which need to be followed up on a regular basis.I do agree that Vodafone customer service is best and prompt but follow up is still required a lot which should not at all exist...why can't the company do correct billing on its own when they have the requisite infrastructure
