Deficient broadband service

My Complaint registration for deficient broadband services on my account no. 1003873894 in BSNL still pending since 26th October 2013.
I am unable to get services on my landline and Broadband. Still surprised to see the bill for the concerned period.
Can anybody guide why should I pay the bill for not getting the services for the said period and even when the problem is not resolved even now.

Parmod if your broadband never worked even for single second in the whole billing period(1 month) and you had already complained then BSNL should reverse the charges.
