Where & How to file complaint against a Doctor?

Doctor said :" When u can so much educated to take blood and urine report you yourself can diagnose it, i will not give treatment, go to another doctor" and he refused to treat me. Where can i lodge a complaint against him. I now know that he is a RMP. What should be done?i ALSO know that he has commission with other Laboratory.
RMP means he has no Degree of doctor)

i have my own medial shop as well as Laboratory...

if u have solution of this pls suggest....
