Unable to get Annexure G signed

Hi,

I am applying passport for my niece. Unfortunately my sister and her husband is separated. I checked in the passport website and for this case, Annexure G is required for applying passport.

Annexure G has to be signed by First class judicial magistrate. I have been running behind the lawyers, brokers, agents for past one month, and none of the magistrate is ready to sign Annexure G.

If the magistrate is not ready to sign, what is next move. Will the kid never have a passport until she becomes major?

If there is rule, am not sure why is no magistrate coming forward to help the citizens ?

Any advise would be of great help. Thanks
