ORTEL COMMUNICATION - FRAUD PLANS TARIFF

I am an engineering student from Bhubneswar,
Residing at Baragada Brit Colony-751018.

I and my roomate had opted for two separate 512Kbps connections from Ortel Broadband.
At First we were shocked on seeing that we were receiving only 30KBps download speed instead of 64KBps,
Contacted the Customer Care immediately,
nd to their hilarious knowledge,they said 30KBps is the correct bandwidth of 512Kbps plan.
I explained them the (512/8) Kb/KB theory,
i.e, 8Kb = 1KB

and then they just ignored my information.
Bluntly they gave me a complaint number,
which when I checked the next day,
Was reading "resolved",
Where as it wasnt.

After 3-4months,
i.e,this month - 01st March 2014,
I opted for a 1Mbps connection from them,
to get atleast around 100KBps download speed instead of 128KBps,

But now all the problem just got worsened!

I am getting merely 13KBps-18KBps speed at day and Upto 25KBps at night.

Yes,Its actually even lower than my Last Plan!

That too,@Rs.600 more amount!

512Kbps = Rs.850/-
1Mbps = 1469/-

I have repeatedly raised several complaints repeatedly,
Again to the freaky service of ORTEL,
Its repeatedly getting "Resolved" status,within an hour of raising the complaint,where as not even a single person came or called me up regarding the issue.

I followed it up with repeated calls to customer care(+919776091111)!

They said the Technical team will come to my place.

Call comes to me from the technical team,asking me to send them screenshots of Speedtest.net results(attached below),
Every day!
and every day they say me,they will send a technical person to my place within 4pm,
But to my disguise,
No one ever comes,
Making me to take leave from college since 5days obnoxiously!

When I call the technical person(who called me up on the given date),

He simply gives lame excuses,
And since today,
Started cutting the phone straight forwardly!

Tried contacting the local advisor/agent, who rudely asked me to contact customer care,where as I repeatedly said that I already did so,and now what to do,he then cut the phone.

Notifying me the Complaint ID.

Till Now I had received atleast more than 10Complaint Numbers,
All of which are currently showing "Resolved" status,
Where as none of them really are!

I want severe action to be taken against them for not only providing improper solution to the users,but also for not following the Indian Broadband/Data rules of at least providing 90% of bandwidth according to their Tariff Plans!
1Mbps = 128KBps
90% = 116KBps(minimum)

Its a total fraud case!

All I want from them is either to return back my security deposit of Rs.1000/- and disconnect the line then,
Else,
Provide me 128KBps download speed throughout the day and night,starting from tomorrow itself,and also deduct the 5days(or uptill it gets resolved) amount from the monthly bill.
