IRCTC Customer Care simply puts telephone aside and wastes our money

i did two transactions one is a failed transaction with transaction i.d. 100000873248970 and the second one is a cancellation of ticket with pnr number
4232420141. it is already 6 days the failure transaction and 8 days the cancelled transaction. neither has reached back into my bank account. when i tried to contact 01123340000, the customer support has kept the phone aside and went away. as a result, i was put to waste Rs.1.5 per minute for quite a long time. so, this is an additional loss. i wish the consumer forum has to charge IRCTC for such acts.
i am anticipating the consumer complaints forum intervene and get money refunded soon. thank you
