TDR AMMOUNT IS NOT REFUNDED BY IRCTC AFTER PASSING 8 MONTHS

Irctc services are very poor even the customer support team.i have filled a TDR on 15 NOV 2015 and tired of mailing irctc 90 days is maximum of now its crossed 8 months but still they say its in process is it the service where we have to wait for years to get the refund back.if irctc can give the waiting ticket refund in few days than why they take so much time to refund the TDR ammount.and the biggest problems customer care service never pick up call phones rings continually.
I have filled a TDR on 15-Nov-2015 against PNR 2639985783 at 19:34:00 HRS,Registration No: 202151105190,TDR Zone: EASTERN RAILWAY (ER),Transaction ID: 100000355621412.i am tired now to mailing them continuously from 8 month's but my problem is not resolved from side still me didn't get the refund to my bank account.when i will get my refund. 90 days is maximum now its crossed more than that IRCTC must improve their service regarding TDR and customer care support.A file is attached with this post please check and help me..
