Does your relative has any proof of payment. Otherwise Ghaziabad is full of frauds.

It is not the amount that matters. It is more of my self-respect as an educated consumer!Shy

No.. it falls under Consumer Court.
As per the Consumer Act the case should be resolved in 90 days. But I'd be surprised if he gets refund from court even after 9 years.
Court should take 15 years along with court and lawyer fees of Rs. 2-3 lacs. This is the current scenario from me. New Delhi is better off. But yours is in UP which is one of the worst.

Better negotiate and get whatever refund he can get by whatever means easily.
But you can always send a court notice which may frighten them and entail court and lawyer fees for them even though you never file complaint in the consumer court.
